I usually do my works all from scratch. If its digital I use my WACOM tablet and Photoshop to produce it.

I would just echo what shinn said, that it isn't fanart because it was clearly from a screenshot. probably even traced from such, so therefore, it's more of a repaint or reCG. it's not original or done frm scratch as shinn said.

Nope, I'm sorry. Original Art is accepted, but fanart based on existing anime/manga categories isn't.
If your question is referred to the wallpaper that's been highlighted (since I noticed your comment there), that isn't fanart. The characters and the whole scene have been painted from a screenshot of the anime. It's definetely not something that the user did from scratch.

Thanks for the comment on my page. I consider my AP account as good as abandoned for I cannot submit fanart here anymore for it is not allowed by some mods. Though I'm quite active in Devart. :)

Yes please that would be great! Always welcome detailed tutes to learn new techniques :)If you prefer doing soft cell shaded anime style I can also give you a link to my Japanese friend's page wherein you can find atleast 4 detailed tutorials. :D
